Richard Cadman is a senior strategy, policy, and market consultant specialising in the electronic communications industry. He has recently completed a Masters Degree in Competition and Regulation Policy at UEA and holds a degree in Politics and Economics from York University, he has 20 years work experience in both large and small businesses, including over ten years as a consultant. His clients include major telecommunications companies, mobile phone networks, industry associations satellite and cable companies as well as national and supra-national government bodies.

Richard has excellent verbal and numeric skills and is a frequent presenter at leading industry and academic conferences.

Dr Richard Carter is an economist who has worked in the telecommunications industry for 15 years. He has worked both for telephone companies, Cable and Wireless and Mercury Communications, and as an economic consultant with Touche Ross Management Consultants and more recently as a freelance economist. He has experience of working in both the fixed and mobile environments.

In this time he has worked on a very wide range of issues and projects, including privatisations, retail and network price caps, interconnection arrangements, the access deficit regime, the universal service obligation, proposals for restructuring the telecommunications industry and most recently has assisted a client with its response to Oftel’s market reviews.

Chris Dineen is an internationally respected econometrician with a strong track record working for both telecommunications operators and in consultancy. Chris worked for Bell Canada for eleven years between 1986 and 1997 on all aspects of regulatory economics and afterwards for Teligen, undertaking consultancy in pricing, regulation and economics. He holds a Masters degree from the University of Toronto where he also undertook his doctoral studies. Chris is widely published in economic journals and regularly speaks at leading international conferences.

James Shine is a highly experienced telecommunications consultant with over 20 years experience in government, operators and as a consultant. His key areas of expertise are: interconnection and regulatory policy, business planning, pricing, marketing and programme management. He is an Economics graduate and holds a Master degree. James has worked for six years as a UK government economist on competition/industrial policies; 12 years in commercial posts with both new start-ups and established operations and eight years as a consultant. James has worked on international assignments in over 20 countries in Europe, the Americas, Africa and Middle East. He is a member International Institute for Communications [IIC] & Communications Managers Association [CMA]

Dr Paul Twomey is a highly qualified economist with a PhD from Cambridge University. Paul has worked as telecommunications analyst in the banking sector in Australia and for clients such as Cable & Wireless, ECTA, Energis, Fastlink, the ITU and Virgin Media. Dr Twomey is Research Fellow at the European School of Regulation in Florence, before which he was a Research Associate at Cambridge University’s Department of Applied Economics, where he worked on the economics of regulated industries.
